In a small bowl, whisk together the honey, soy sauce, minced garlic, grated ginger, sesame oil, and black pepper until well combined.
Tear off 4 sheets of aluminum foil, each about 12 inches long.
Place a salmon fillet in the center of each foil sheet. Surround each fillet with equal portions of broccoli, cherry tomatoes, and carrot ribbons.
Drizzle the honey garlic marinade generously over the salmon and vegetables.
Fold the sides of the foil over the salmon and vegetables, then roll the ends up to create a sealed packet. Make sure it's airtight to trap the steam.
Place the foil packs on a baking sheet and bake in the preheated oven for 15-18 minutes or until the salmon is cooked to your desired doneness and the vegetables are tender.
Carefully unwrap the foil packs (be cautious of steam) and garnish with fresh cilantro if desired. Serve with lemon wedges on the side for an extra burst of flavor.
